Oh, so it was former GDP journalists after all who do the hacking - probably more anxious for scoops and news leads than anything else. No, I don't think it's the Dutch Ministry of Social Affairs that is jittery about anything that could be published.

Journalists are into everywhere and into everything. Before the Internet days, I remember I've been part of a reporters' group that has its thrash boxes with padlocks. At any time, newsmen from different newspapers of the country would hang around our office. There was a time my feature story about medics doing voluntary work south of the country was stolen. It appeared in a major newspaper not long after, with the first paragraph chopped off and written with another name.
